Canadian Social Policy in Historical Perspective

This course examines the history of social policy and the creation of the “welfare state” in twentieth century Canada. Topics will include (un)employment policies, welfare and social assistance, pensions, and health care, to name a few. Key questions run throughout the course: what explains the introduction of social welfare programs at particular historical moments? Whose interests were served by the introduction of social programs? Who benefits from the administration of those programs?
